Achtergrond en doel

10,9 % van de 15 tot 20-jarigen in de Europese Unie neemt niet deel aan onderwijs of opleiding en is niet aan het werk. Deze zogeheten NEET-jongeren blijven onder de radar van instellingen en organisaties die hulp en ondersteuning bieden bij onderwijs, opleiding, welzijn en het zoeken naar werkgelegenheid. We hebben bijgevolg te maken met een groep die een kwetsbare positie bekleedt op de arbeidsmarkt.

Tijdens het seminarie zullen we twee specifieke doelgroepen uit die NEET-populatie onder de loep nemen. Enerzijds zullen we ingaan op Euro-orphans: kinderen en jongeren die in hun land van oorsprong achterblijven terwijl hun ouders in het buitenland werken. Anderzijds zullen we de kwestie van de niet-begeleide minderjarige vluchtelingen bespreken. Beide groepen lopen een groter risico om in de NEET-groep terecht te komen.

Eerst zullen we een overzicht geven van de reeds bestaande maatregelen voor NEET-jongeren. Bovendien zullen we de noden van beide doelgroepen verduidelijken. Kennis van deze twee elementen zullen ons toelaten de ongerijmdheden iin het beleid bloot te leggen en discrepanties tussen het huidige beleid en de doelgroep. Daardoor zullen we in staat zijn te onderzoeken hoe we maatregelen en doelgroepen beter op mekaar kunnen afstemmen. Daarom wordt de kwestie vanuit verschillende perspectieven bekeken. Zowel de acadimische als de praktische kant van het verhaal worden daarbij belicht.
