Context and Aim

10.9 % of 15 to 24 year old youths in the European Union is not in education, employment or training. These so-called NEET youths stay off the grid of institutions who offer help and support in education, well-being and employment. Consequently, we are dealing with a group that finds itself in a vulnerable position on the labour market.

During the seminar we will discuss two specific target groups within the NEET scope. On the one hand we will expand on Euro-orphans, which are children and youths who stay behind in their country of origin while their parents are employed abroad. On the other hand we will also discuss the issue of the unaccompanied minors among refugees. Both groups have a greater risk of getting into the NEET group of young people.

First we will present an outline of already existing measures aimed at NEET youths. In addition, we will specify the needs of both target groups. Knowledge of these two elements will allow us to identify policy inconsistencies and mismatches between the current policy and the target group. As a result we will be able to examine how to achieve a better alignment of measures and target groups. To this end the issue will be approached from different perspectives. Both the academic and the practical side of the story will be brought to attention.
